About
Local and regional governments (LRGs) are at the heart of migration and displacement governance. At the local level, pragmatic, principled, and people-centred approaches spearhead and exceed the commitments of global frameworks such as the UN Migration and Refugee Compacts and the 2030 Agenda on Sustainable Development.
The Call to Local Action for Migrants and Refugees captures this political commitment and vast practical experience, with the aim to:
Expand the number of LRGs publicly endorsing the Compacts through the Marrakech Mayors Declaration.
Collect and showcase bold, people-centred local actions that achieve or exceed the GCM and GCR Compacts to facilitate cross-fertilisation, peer learning and replication.
Create a cohort of publicly recognised LRG leaders engaged in robust GCM and GCR implementation to motivate scaling, investment and new local-national-global partnerships.

By joining the Call to Local Action, your local government gets:
Recognition: you get recognition of political leadership in official UN pledging systems and in the annual Report on Localising the Global Compacts.
Access: you receive invitations to join intergovernmental meetings and summits (e.g. International Migration Review Forum, Global Refugee Forum, Global Forum on Migration and Development).
Knowledge: you receive regular updates about global processes on migration and forced displacement, and can join opportunities for peer-learning and capacity development.
Funding opportunities: you are invited to submit proposals to the Global Cities Fund for Migrants and Refugees, as funding rounds become available.

Mobilised 124 local actions from 47 cities in 40 countries
Mobilised 112 Local and Regional Governments supporting the Marrakech Mayors Declaration
Mobilised 3 national–local pledges, showcasing concrete partnerships between member states and local governments, such as Switzerland, Germany and Brazil
Brought 57 representatives of pledging cities to multilateral Summits
Released 3 peer learning sessions and a Massive Open Online Course
Generated knowledge on city action through Call to Local Action Reports and other reference documents
Gained recognition from the UN Secretary General in his 2022 and 2024 Biennial Report on the Migration Compact
