Overview

The “Rosario Open to the World: Toward Intercultural Migration Governance” programme is a municipal strategy that, through an intercultural approach, coordinates policies on inclusion, participation, and international engagement, highlighting the contribution of migrant communities to the city’s social, cultural, and economic development.

The initiative reflects a vision of the city that recognizes cultural diversity and migration as strategic assets for local development, and international cooperation as a key tool for driving inclusive, sustainable, and innovative processes.

Its main objective is to strengthen participation and intercultural dialogue, promoting the exercise of rights and the holistic well-being of migrants.

The programme is implemented through concrete initiatives aimed at strengthening the capacities of municipal teams through training opportunities, as well as developing awareness and visibility campaigns that contribute to building a more inclusive and cohesive society.

Expected Impact

This initiative is expected to have the following impacts:

  • Empowerment of migrant women entrepreneurs (training and integration into the municipal Social Economy programs’ fair circuit).

  • Increased positive visibility of migration, recognition of its contributions, and the development of a narrative of an open, diverse, and pluralistic city.

  • Institutional strengthening of local capacities among officials and technical teams in the areas of migration management and interculturalism.

Lessons Learned

We believe that the main lesson is the identification of internal strengths, as well as areas for development at the local government level, in order to mainstream the agenda and integrate the perspective. Another lesson is the importance of coordinating with the United Nations migration agency to receive technical assistance in meeting the criteria, as well as participating in city-to-city matchmaking initiatives within the multilateral forums in which the city of Rosario participates.
