From Local Pledges to Global Impact: Local Coalition Launches Flagship Report at the Global Refugee Forum Progress Review

As governments and partners gather in Geneva for the Global Refugee Forum Progress Review 2025, our Local Coalition for Migrants and Refugees is pleased to launch its flagship report, “Delivering Results: Local and Regional Governments Advancing the UN Migration and Refugee Compacts.”
Why this report matters
In a context of rising polarisation, shrinking civic space and constrained funding, local and regional governments (LRGs) continue to deliver pragmatic, people-centred responses for migrants, refugees and host communities.
This report offers the first consolidated stocktaking of local pledges made through our Call to Local Action for Migrants and Refugees, the official pathway for LRGs to commit to and report on implementation of the UN Global Compact for Migration (GCM) and the Global Compact on Refugees (GCR).
The report demonstrates how LRGs turn global commitments into tangible outcomes on the ground and provides clear recommendations for Member States, donors, and partners to support and scale local leadership ahead of the Global Refugee Forum Progress Review 2025 and the International Migration Review Forum 2026.

Local and Regional Governments at the Global Refugee Forum - Progress Review
Local and regional governments will actively showcase this local leadership and impact as they join the Global Refugee Forum - Progress Review, taking place in Geneva from 15 - 17 December 2025. They will speak at several panels across the three days.
As part of the formal programme, the Local Coalition will also host the side event on: Cities Turning GCR Commitments into Local Impact on 16 December, 09:30–11:00, which will spotlight progress on local pledges, lessons learned, and opportunities for new commitments.
