Peer Learning Report Launched on Cities Strengthening Migrant Worker Welfare Services

Our Local Coalition for Migrants and Refugees, together with our partner United Cities and Local Governments (UCLG),  has launched its Peer Learning Outcome Document:

Cities Strengthening Migrant Worker Welfare Services, from Pre‑Departure to Reintegration.

This report captures the key outcomes of our City‑to‑City Peer Learning Event co-organized on 21 January 2026 by UCLG, in collaboration with the City of Dubai, Quezon City, the Middle East Centre for Training and Development (MECTD), UCLG MEWA, and UCLG ASPAC. The peer exchange focused on how local and regional governments design, coordinate, and deliver services that protect migrant workers along the full migration journey, from pre‑departure and post‑arrival to return and reintegration.

Drawing on contributions from around 70 participants representing 33 local and regional governments, civil society, international organisations, academia, and city networks, the document showcases practical city‑level initiatives on legal aid, access to services, psychosocial support, skills recognition, and livelihood opportunities for returning migrants.

The report aims to inform local and regional governments strengthening their migrant worker welfare portfolios, as well as national governments, UN agencies, donors, and partners seeking to better support city‑level action on labour migration governance.
