In the 15th GFMD Summit, cities join national governments to discuss local migration governance amidst a shifting geopolitical landscape

RIOHACHA, 12 September 2025

Over 17 local and regional government representatives from 11 cities, regions, and city networks joined national governments at the 15th Global Forum on Migration and Development (GFMD) Summit, held in Riohacha, Colombia, from 2–4 September 2025.

According to the Chair, the Summit brought together more than 1500 participants from 71 countries, including national and local governments, civil society, the private sector, and youth. Under the theme “Regular Migration, Labour Mobility and Human Rights: Pillars of Development and Well-Being of Societies”, discussions focused on key topics from internal displacement to pathways and dignified returns.

Local governments showcased concrete solutions through the Call to Local Action for Migrants and Refugees, demonstrating how cities are translating global commitments into practical measures that directly improve lives.

A key highlight was the GFMD Mayors Mechanism session “The Time is Now: Localising Migration Governance Amidst a Shifting Geopolitical Landscape.” The session examined migration challenges in the Americas, new funding models, and city-to-city cooperation, featuring voices from Bogotá, Dubai, Robregordo, Atlántico, and Tlaxcala, alongside partners such as the Swiss Development Cooperation, the Inter-American Development Bank, and UNHCR.

Highlight:
During the Summit, the Mayor of Maicao announced the declaration of La Pista, an informal settlement home to more than 9,000 people—including Venezuelan migrants, returning Colombians, and Wayúu Indigenous families—as Colombia’s first Neighbourhood of Peace (Barrio de la Paz). Facing scarce food, water, and services, the community will benefit from improved housing and access to basic services.  This landmark initiative reflects Maicao’s support to the Call to Local Action for Migrants and Refugees and its commitment to peace, integration, and resilience.
