Overview
The Municipality of Mariscal Estigarribia is committed to seeking international cooperation to provide assistance to migrant and refugee women and their families—primarily Venezuelan families—who pass through the centre of the district.
The initiative will provide assistance through greater coordination among health, social protection, and education services via the Local Health and Education Council. The response will be guided by a Referral Protocol that will define clear pathways for gender-sensitive care, responsibilities, and response times, prioritizing women and children.
A central element of this initiative is the Local Migration Information System, which uses voluntary and anonymous registration to identify immediate needs and monitor movements in order to ensure the efficient allocation of international cooperation obtained through fundraising. This system will also generate evidence to evaluate the initiative and help develop replicable public policies.
These mechanisms will enable a comprehensive, coordinated, and efficient response, strengthening local governance in the care of women and their families transiting through the district.
Expected Impact
Once funded, this initiative will transform the Municipality of Mariscal Estigarribia’s response to transit migration, shifting from reactive interventions to a structured, coordinated, and evidence-based public policy.
At the institutional level, the expected impact is the strengthening of local government’s capacity to manage migration flows through the creation of action protocols, training of officials, and effective coordination with national and international actors. This will improve territorial governance in border areas and optimize the use of public resources.
On the social front, the initiative will contribute to the effective protection of vulnerable migrants, particularly families, children, and women, by reducing risks associated with a lack of assistance, such as health issues, violence, or lack of protection. It will also ensure non-discriminatory access to basic services (health care, guidance, social protection) during their transit through the district.
From a technical perspective, the initiative will generate systematized data on migration flows, enabling the identification of needs, gaps, and trends. This information will be key for decision-making, the design of more efficient public policies, and the management of external cooperation.
Ultimately, this initiative will position the municipality as a key player in the migration agenda, in line with international standards, and will create a model for action that can be replicated in other border regions, thereby helping to implement global commitments on migration and human rights.
