Overview

Rana Municipality in Nordland County, Norway, is undertaking efforts to attract international migrant workers to develop the workforce and spur economic development across key sectors including seafood, manufacturing, and tourism. However, attracting talent to Northern Norway has historically been a challenge, with limited access to information and cumbersome administrative processes hindering recruitment. Additionally, migrant workers who do arrive often lack sufficient information and the necessary tools to thrive in Rana and Norway.

 To address these challenges, Rana Municipality is supporting the social and economic integration of international migrant workers through the development and implementation of a pre-departure and post-arrival orientation e-course. The e-course is designed to equip migrant workers with essential knowledge about life in Norway, including information on labour rights, the legal system, public services, and the local context. The course includes a dedicated module about Rana, providing practical information on housing, municipal services, and community life. During the pilot phase, IOM will monitor the training content and results and provide recommendations for further development based on participant feedback.

This approach aims to empower migrants with accurate information, support realistic expectations, and enhance the municipality’s capacity to facilitate effective integration and long-term retention.

Expected Impact

The course is designed to strengthen migrants' ability to navigate their new environment and manage their expectations by providing accurate information on labour rights, the legal system, and public services. It aims to promote self-sufficiency and support migrants in participating meaningfully and sustainably in their host communities.

By helping migrant workers and their families access services and address their needs, the project is expected to contribute to an increased likelihood of migrants remaining in Norway, thereby supporting a more stable workforce and contributing to economic development.

The availability of the e-course is expected to strengthen municipalities’ capacity to facilitate integration processes and contribute to making regions more attractive destinations for international talent over time.

By equipping migrants with information before departure, the project aims to support that migrants' rights are upheld and that their responsibilities and obligations are better understood.

During the pilot phase, the project is expected to contribute to the socioeconomic integration of at least 100 migrant workers.

Once launched, the e-course is intended to be made available for other municipalities and will remain publicly accessible for at least three years.
